Project Summary
With the globalization process in the world, it has become impossible to meet the social needs of societies only by the central government. Therefore, the “social municipalism” mission undertaken by the municipalities today includes the services of the central administration and the municipalities providing services to the local people in line with their own financial power. However, the authorities and responsibilities of municipalities are mostly in the field of decision and service regarding the regulation of daily life. Therefore, ensuring participation at the municipal level and making daily life actions accessible to the whole community; It is an important stage for the disabled to participate in the social environment. The development and dissemination of social service (disabled) policies to be established by local governments will allow disabled people to live in a safe and happy environment. Although there are different practices in EU countries regarding the disabled, there are also differences between central government practices and local government practices in countries.
However, the European Union Commission stated that a balance should be struck between the responsibilities and resources of local governments (lack of trained specialist personnel, disabled services) in such practices. In addition, it was emphasized that the knowledge and awareness of local governments should be increased about the situation and needs of the disabled (European Commission, 2016).
